An environmental engineer testifying on behalf of C&D debris dump owner Joe Karolys in state Supreme Court Wednesday, Sept. 11 attempted to poke holes in state Department of Environmental Conservation test results that showed dangerous levels of toxic materials in the three dumpsites.

Mayor Steve Noble has asked the Common Council to approve $32,000 in funding to study vacancy rates in some of the city’s rental housing units. The survey would clear the way for the introduction of rent regulation in Kingston under the newly passed statewide Emergency Tenant Protection Act.
City officials say that the developers of the proposed Kingstonian project have completed a series of studies on the environmental impact of the mixed-use complex eyed for Uptown. Now the city’s planning board will decide whether to accept those studies as sufficient, or seek a more exhaustive environmental review process.
In a move that prompted applause from a large crowd of opponents in attendance, the Town of Kingston Planning Board decided to rescind its earlier “negative declaration” of environmental impact for the project.
The proposed budget is $675,358 and carries a tax levy increase of 6.58 percent. Four candidates are seeking three seats on the Library Board.
Rather than in late August as originally planned, the process of replacing the Kiwanis Ice Arena’s walls and deteriorating roof will likely begin in “later September,” according to an email to town Parks and Buildings Supervisor Greg Chorvas from a representative from contractor Legacy Building Solutions. The completion date for the project, the email stated, will “bump up against” the original target date of Nov. 16.
Faced with the prospect of spending significantly more money fighting the case in court than capitulating will cost, the Ulster Town Board on Aug. 15 announced a settlement with Florida Samas Venture, Inc., to reduce the assessment on a property occupied by Home Depot from $6.91 million to $6.5 million.
Trucks can continue to come on and off Joe Karolys’ three construction and demolition debris dumping sites in Saugerties until at least September 11 after state Supreme Court Judge Richard Mott adjourned an August 22 hearing in which the town was seeking to overturn the Temporary Restraining Order that prevents it from enforcing stop work orders at the sites.
Some bureaucratic twists and turns slowed the process down, but New Paltz Village Planning Board members on August 20 approved the application to build a new Stewart’s at the corner of North Chestnut Street and Henry W. Dubois Drive.
