Moran proposes layoffs to fix flaw in fiscal plan

Other items on the Town Board meeting’s agenda included the following.

Building Department appointment. The board unanimously promoted Ellen Casciaro to the positions of building inspector 2, Grade 7, and zoning enforcement officer, effective October 17. The appointment, said Moran, recognized Casciaro’s supervision of the Building Department since May, when the former building inspector, Paul Andreassen, resigned, and her impressive performance on Civil Service examinations for the position of building inspector.

Comeau committee. Terry Funk-Antman, Pat Jackson, and Grace Murphy, who served on an ad hoc volunteer committee that assisted in the development of a stewardship plan for the Comeau property, presented a report on the role of a Comeau Stewardship Advisory Committee (CSAC), as required by the Comeau easement. Through oral presentations accompanying a slide show, the three volunteers and John Winter, executive director of the Woodstock Land Conservancy (WLC), offered an overview of the history and uses of the property and the respective roles in its future management of the town, the seven-member CSAC, and the WLC.

Wetlands measure. Following consultations by Magarelli with the Ulster County Planning Board and Peter Cross, the town’s wetlands inspector, the board adopted a revision of the section of the zoning law regulating development and other activities in the vicinity of wetlands and watercourses. The revision establishes one-tenth of a acre as the minimum area for a wetland that would qualify for protection under the law’s provisions, which include the allowance for a surrounding buffer zone. The revised measure does not include a minimum area for vernal pools, but any such pool that is reasonably sizable warrants protection, said Cross.
